Add the Universe Repository
Run the following command:
apt edit-sources
The editor will launch with contents similar to this:
deb http://archive.ubuntu.com/ubuntu bionic main deb http://archive.ubuntu.com/ubuntu bionic-security main deb http://archive.ubuntu.com/ubuntu bionic-updates main
Add the following lines:
deb http://us.archive.ubuntu.com/ubuntu/ bionic universe deb-src http://us.archive.ubuntu.com/ubuntu/ bionic universe deb http://us.archive.ubuntu.com/ubuntu/ bionic-updates universe deb-src http://us.archive.ubuntu.com/ubuntu/ bionic-updates universe
Now install the gpm package:apt
apt install gpm
The mouse should be enabled now.
