Install the libdvdread4 package (no need to add third party repositories) via command line:
# apt-get install libdvdread4 # apt-get install libdvd-pkg
Follow the instructions to build additional componets manually
For Ununtu older thn 15.10
# /usr/share/doc/libdvdread4/install-css.sh
For newer versions
# dpkg-reconfigure libdvd-pkg # cd /usr/src/libdvd-pkg/build # ./configure # make # make install

Download the appropriate libdvdcss file. For 32-bit versions of Windows, download the libdvdcss-2 (32-bit).dll file, and 64-bit download the libdvdcss-2 (64-bit).dll file.
Copy the .dll file to the Handbrake program folder. This should be in C:\Program Files\Handbrake:
